TfL Driver Assessments

If you're applying for a Transport for London (TfL) Private Hire Driver Licence, you'll need to successfully complete a number of driver assessments before you can become licensed.

The assessments are designed to make sure you have the knowledge, skills and understanding needed to work safely and professionally as a private hire driver in London.

What assessments do I need to complete?

As part of the TfL licensing process, applicants may need to successfully complete the following:

🗺️ Topographical Skills Assessment

The Topographical Skills Assessment checks your ability to understand maps and plan routes.

It is designed to make sure you have the basic navigational skills required to work as a private hire driver in London.

Preparing for the assessment can include practising:

• Reading maps
• Identifying locations
• Planning routes
• Understanding directions
• Using your geographical knowledge

📘 SERU Assessment

SERU stands for Safety, Equality and Regulatory Understanding.

The assessment is based on TfL's Private Hire Vehicle Driver's Handbook, so it's important to read and understand the handbook before taking your assessment.

Topics covered include areas such as:

• Driver and passenger safety
• Safeguarding children and vulnerable adults
• Equality and disability awareness
• Your responsibilities as a licensed driver
• Private hire regulations
• Providing passengers with a safe and professional service

The SERU assessment also helps demonstrate that you meet TfL's required level of English reading and writing.

🗣️ English Speaking & Listening Assessment

Private hire drivers must also demonstrate an appropriate level of English speaking and listening.

This is important because drivers need to be able to communicate effectively with passengers and understand information relevant to providing a safe private hire service.

TfL's English Language Requirement is equivalent to B1 level on the Common European Framework of Reference (CEFR).

How should I prepare?

Preparation is important. Before attending your assessments:

• Read the latest TfL Private Hire Vehicle Driver's Handbook
• Familiarise yourself with the SERU topics
• Practise your English speaking, listening, reading and writing
• Practise map reading and route-planning skills
• Read your TfL booking confirmation carefully
• Make sure you bring any documents TfL asks you to bring

For SERU in particular, TfL states that applicants should have a good knowledge of the information contained within the PHV Driver's Handbook.

What happens if I don't pass?

Don't panic if you don't pass an assessment first time.

Depending on the assessment and your circumstances, you may be able to take it again. Check the information provided by TfL following your result for your next steps, including any applicable resit requirements.

It's a good idea to spend additional time preparing before attempting the assessment again.
